2008 Region 13 Trustee Election (Divisions 10, 15, 35)

     
 
 
 

Welcome to the 2008 Regional Trustee Election site for Region 13 

The delegates to the 87th Annual District Convention in Reno, Nevada,
approved a new form of governance for our California-Nevada-Hawaii Kiwanis District.

The major changes brought about by this new system and the initial steps which will
take place over the next year. The District’s Board of Trustees will be composed of
18 Trustees elected from regions. These regional Trustees replace Lt. Governors
as members of the Board. The Governor, Governor-elect, Immediate Past Governor,
Treasurer and Secretary will comprise the remaining members of the Board.
This change will take effect October 1, 2008.  Division 15 Lt. Governor Sharron Varga
has been appointed Lead Lt. Governor for this Election for Region 13, comprised of
Kiwanis clubs in Divisions 10, 15 and 35.  
 

 
 
 
 
INTRODUCING THE NEW REGION 13 DISTRICT TRUSTEE FOR
DIVISIONS 10, 15 & 35: MR. LARRY CLARK

I've been a member of the Claremont Kiwanis club since 1997 when I retired from teaching full-time. Following that I worked part-time with CSUSB supervising student teachers until this year when I decided to retire completely. I was a Peace Corp volunteer in Liberia , West Africa and spent five years working as a trainer/program developer in the oil fields of Saudi Arabia mid-career.

I am extremely proud of the International Outreach program which I promoted in Division 15 last year. I initiated a partnership with Water For People to provide clean/safe drinking water to over 2,000 people in the West Bengal region of India. The clubs of Division 15 contributed nearly $25,000 toward this effort and saved countless lives in a very impoverished part of the world. This was a first program of its kind for our Division.

Meeting was called to order at 9:00 am by
Lead Lt. Governor, Sherry Varga, Division 15.

Patriotic Song, God Bless America was led by Ken Morse, Ontario-Parkway Kiwanis
Pledge of Allegiance was led by Paul White, Past Division 35 Lt. Governor
Invocation was led by Reid Allen, Past District Governor

Loren Cushing was introduced at the appointed “Chairman of the Meeting”.
He asked if the two-thirds quorum requirement was met.
The “House Committee” replied in the affirmative.

Loren asked if there were any nominations from the “Floor”.
There were none.

He introduced Region 13’s one candidate, Mr. Larry Clark.

Larry related that he was the immediate past Lt. Governor of Division 15.
Additionally he is a retired educator of the Upland and Claremont school
districts. His interest in the trusteeship began when the new CalNevHa
governance idea was introduced while he was Lt. Governor. He felt that
the new governance by 18 regional trustees whose term of office would
be a staggered every three years, would give our CalNevHa District
more continuity and stability than the current governance format
with 42 Lt. Governors acting as trustees. He is also expecting
more regionalized educational activities for the local Kiwanis club.

MOTION: It was moved and seconded to close nominations from the “Floor”.
MOTION PASSED.

MOION: It was moved and seconded to accept Larry Clark as
Region 13's first Regiona Trustee, by unanimous ballot.
MOTION PASSED.

Meeting was adjourned at 9:45 am.

 This letter is intended to lay the ground rules for the 2008 campaign and election for

Regional Trustees, so all candidates will have an equal understanding of the rules.

I have appointed a Lead Lt. Governor of the Regional Conference for each Region.

All other sitting Lt. Governors within the Region will assist the Lead Lt. Governor

in the preparations for the Regional Conference.

Prior to the Conference, the current Lt. Governors shall elect a Chairman of the

Regional Conference from the Past Lt. Governors from the divisions within the Region.

The Chairman of the Regional Conference will preside over the election of the Trustee.

Candidates for the office of Trustee shall notify the Lead Lt. Governor of the Regional

Conference, not the District Office, of their intent to run for office. The Lead Lt. Governor

shall provide the names and contact information of all candidates to the candidates,

the Lt. Governors, Club Presidents and Secretaries of each club within the Region.

A copy of this letter as well as a copy of the Trustee Consent and Assurance Form

will be provided to each candidate by the Lead Lt. Governor. This letter will serve to

take the place of the provisions in the Policy and Procedures manual for Campaigns

for District Office for the 2008 Trustee election.

Candidates shall at all times conduct themselves and their campaigns in accordance

with the basic rules of ethical conduct so as to uphold the good name of Kiwanis.

An announced candidate may send promotional materials to any Kiwanian within the

Region after the Lead Lt. Governor of the Regional Conference has received official

notification of such candidacy. The author of any campaign communication must be

clearly identified. Campaigns are to be limited to within the Region. Requests for

mailing list information should be directed to the Lead Lt. Governor of the Regional

Conference and Club Secretaries within the Region and not to the District Office.

No campaigning shall be permitted at either of the Mid-Year Conferences.

Candidates, Club Presidents and Lt. Governors should make every effort to ensure

that Kiwanis members are provided with equal time to meet and evaluate every

candidate for the office of Trustee. To ensure equal opportunity for each candidate

to address the club at a meeting where a candidate appears outside of his/her

home club, Club Presidents should provide club members with as much advanced

notice as possible of the date of each candidate's visit.

The Governor, Governor-elect, Immediate Past Governor, District Treasurer and

all paid employees of the District and/or District Foundation shall not make any

public endorsement in connection with any contested election for Trustee,
except when campaigning on their own behalf.

Any alleged campaign violations shall be addressed to the Lead Lt. Governor

of the Regional Conference for that Region. The Lead Lt. Governor will consult 

with the other Lt. Governors of that Region to determine whether a campaign

violation occurred and the appropriate remedy. The decision of the

Lead Lt. Governor may be appealed to the Governor if a dispute remains.

The Governor shall have final authority on the disposition on the matter.

All candidates shall be responsible for the actions of their committees

and supporters, and shall accept full responsibility for their campaigns.

ELECTION PROCEDURE FOR 2008 ELECTION OF REGIONAL TRUSTEE

 

 

Parties

Lead Lt. Governor
Governor Oscar Knight has selected the lead Lt. Governor for each Region.

Chairman of the Regional Election Conference
The Chairman of the Regional Election Conference is a past Lt. Governor
of a division within the Region. The current Lt. Governors of the divisions
within the Region will appoint this person.



Duties

The Lead Lt. Governor is responsible for the following duties:

1. Oversee the conduct of the election (Refer to Governor Oscar's letter about
the conduct of the 2008 Campaign for specifics).

2. Appoint, in conjunction with the other Lt. Governor(s), a Chairman of the
Regional Election Conference from the Past Lt. Governors in the Region.

3. Select, after consultation with the other Lt. Governor(s), a date and site
for the Regional Election Conference. All arrangements for the site, meal
or refreshments (if any) and equipment needed for the Conference shall
be under the direction of the Lead Lt. Governor.

4. Receive the written notifications from the candidates for
Regional Trustee of their candidacy.

5. No later than thirty (30) days prior to the Regional Election Conference,
send a written notice of the date, time and place of the Regional Election Conference
and the names and contact information of all announced candidates for
Regional Trustee to all Club Presidents, Immediate Past Presidents and Club
Secretaries of the Kiwanis Clubs within the Region, as well as all current and
Past Lt. Governors and Past Governors within the Region. This written notice
may be sent either by U.S. mail, facsimile or electronically.

6. Coordinate with the other Lt. Governor(s) in promoting the Regional
Election Conference to insure that as many clubs as possible attend.

7. In conjunction with the other Lt. Governor(s) within the Region, encourage
Club Presidents to allow all candidates for Regional Trustee an equal opportunity
to appear at one or more Club meetings to speak in favor of their candidacy.

8. In conjunction with the other Lt. Governor(s) within the Region, allow the
candidates for Regional Trustee an equal opportunity to appear at one or more
Division Council meetings of each Division within the Region to speak in favor
of their candidacy.


The Chairman of the Regional Election Conference is responsible
for the following duties

1. Conduct the Regional Election Conference as set forth below.

2. Report the Regional Trustee’s election to the District Office.




Regional Election Conference


1. The Regional Election Conference shall be held between January 1, 2008
and March 22, 2008.

2. A quorum shall consist of representatives from not less than two-thirds (2/3) of the
Kiwanis Clubs within the Region (not necessarily 2/3 from each division).

3. The personnel of the Regional Election Conference shall consist of the President and
Immediate Past President of each Kiwanis Cub within the Region, or their duly elected
alternates, the Lt. Governor of each Division within the Region, all Past Lt. Governors
of the Divisions within the Region whose primary club is within the Region and all
Past District Governors whose priary club is within the Region.

4. Each Club shall have one vote for each representative present who shall not exceed
two representatives per Club. The Past Governors, Past Trustees, Past Lt. Governors
and current Lt. Governors in attendance shall each have the privilege of the floor to speak
at the Conference without the right to vote unlessthey are acting as one of the
two representatives from their primary Club.

5. A Secretary shall be selected from the Conference personnel and as many election
tellers as are necessary under the circumstancs.

6. A majority of all valid votes cast shall be necessary for the election of the
Regional Trustee. In the event no candidate receives a majority of all valid votes cast,
a new election shall take place immediately with the person receiving the fewest number
of votes in the previous ballot being liminated. This procedure shall be followed until
one candidate receives a majority of all valid votes cast.
